You (the local gov) get 36% of all subscription-based revenue, whether it comes from a 9% seller commission or a mini-app owned & operated by The Everything App. If 5% of a 100k person district pay for 3 subscriptions per year, it would generate £22,680-£37,712 for that district per year.
